Hòa Lạc High-Tech Park is Vietnam’s first and largest high-tech park, established by the Government and managed by the Hanoi People’s Committee. With a planned area of 1,586 ha, the park comprises multiple functional subzones, including: Software Zone, Research & Development Zone, Education & Training Zone, High-Tech Industrial Zone, Central Zone, Mixed-Use Zone, Residential Zone, and Entertainment & Sports Zone. The project aims to become a center for research, development, training, production, and provision of high-tech services, contributing to national socio-economic development.

Area size: 43.14 hectares

Characteristics and functions: It is a hub for public facilities and services for the entire Hoa Lac High-Tech Park, including: administrative buildings, office buildings combined with residential units, a conference center, an information center, a product showroom, a museum, a post office, hotels, restaurants, banks, parks, and a public square.

1. Strategic Position & Role of Hòa Lạc High-Tech Park

Hòa Lạc High-Tech Park is the country’s pioneering high-tech zone, leading and influencing the development of other high-tech parks; on November 24, 2023, management of the park was transferred from the Ministry of Science and Technology to the Hanoi People’s Committee, combining the advantage of being a national high-tech hub with the benefits of Hanoi’s strategic location

2. Geographic Location & Convenient Infrastructure Connections

Prime location, 37 km from Hanoi city center. Convenient access to airports, seaports, and surrounding regions. Ring Road 4 will shorten travel time.
Connection to Hanoi city center via Thang Long Boulevard (6 lanes, high-speed). An elevated railway linking Hòa Lạc High-Tech Park and central Hanoi is planned to operate in 2026.
Connection to Noi Bai International Airport: approximately 1 hour travel time.
Connection to seaports: access to Hai Phong International Port and Cai Lan Port within 1.5–2 hours.
Proximity to major industrial zones in northern Vietnam: Hòa Lạc serves as a central hub with major industrial zones within roughly 100 km, facilitating connections between R&D, production, and goods/services exchange.
Upon completion, Ring Road 4 will reduce travel time by separating inter-provincial traffic from inner-city traffic.
All internal infrastructure has been completed and is operational; high percentage of clean land and close attention from city leadership

Gần các khu công nghiệp lớn ở miền Bắc Việt Nam: Hòa Lạc đóng vai trò là trung tâm trung tâm với các khu công nghiệp lớn trong phạm vi khoảng 100 km, tạo điều kiện kết nối giữa R&D, sản xuất và trao đổi hàng hóa/dịch vụ. Sau khi hoàn thành, Đường Vành đai 4 sẽ giảm thời gian đi lại bằng cách tách giao thông liên tỉnh khỏi giao thông nội thành. Tất cả cơ sở hạ tầng nội thành đều có đã hoàn thành và đang đi vào hoạt động; tỷ lệ đất sạch cao và sự quan tâm sát sao của lãnh đạo thành phố Đường vành đai 4 sẽ rút ngắn thời gian chuyển hướng.

Special incentives are defined in the Capital Law No. 39/2024/QH15 dated June 28, 2024:
Point 2, Article 24, Development of High-Tech Parks: Hòa Lạc High-Tech Park is designated for research, development, experimentation, high-tech application, training high-tech personnel, production of high-tech products, and national innovation; it serves as a pilot area for policies and mechanisms in high-tech and technology park development nationwide.

Design & Layout

Hòa Lạc High-Tech Park is located about 30 km from Hanoi city center, at Km29 Thang Long Boulevard, with modern transport infrastructure connecting Noi Bai Airport, Hai Phong Port, and Cai Lan Port. Subzones are clearly planned with specific areas, including specialized zones for software, research, industry, education, residential, services, and entertainment. Technical infrastructure for water, electricity, communications, and waste management is fully modernized to ensure optimal operation.

Luật Thủ đô 2026 (sửa đổi) đã được Quốc hội thông qua ngày 23/4/2026 và chính thức có hiệu lực thi hành từ ngày 01/7/2026, thay thế cho luật cũ năm 2024. Luật mới tập trung mở rộng không gian thể chế, trao quyền tự chủ đặc thù cho Hà Nội để phát triển.
