Hoa Lac Hi-Tech Park is the first and largest high-tech park in Vietnam, established by the Government and managed by the Hanoi People’s Committee. With a master-planned area of 1,586 hectares, the park includes multiple functional zones such as: the Software Zone, R&D Zone, Education and Training Zone, High-Tech Industrial Zone, Central Zone, Mixed-Use Zone, Residential Zone, and Recreation & Sports Zone. The project is envisioned to become a national hub for research, development, training, manufacturing, and high-tech service provision, contributing to socio-economic development on a national scale.

General Information

Site Area: 75.50 hectares

Designed as a green urban residential area that harmonizes with nature, local topography, and the surrounding natural landscape while remaining environmentally friendly. The zone is intended to meet the residential and working needs of experts, employees, researchers, and students living, working, and studying within Hoa Lac Hi-Tech Park.

The zone includes high-end residential developments (villas, townhouses, and premium apartment buildings), worker housing, and supporting service facilities.

1. Strategic Position & Role of Hoa Lac Hi-Tech Park

Hoa Lac Hi-Tech Park is Vietnam’s first high-tech park, playing a pioneering role in leading innovation, creating spillover effects, and providing valuable lessons for the development of other high-tech parks nationwide.

On November 24, 2023, Hoa Lac Hi-Tech Park was officially transferred from the Ministry of Science and Technology to the Hanoi People’s Committee. In addition to its role as a national high-tech hub, it also benefits from Hanoi’s unique strategic advantages.

2. Strategic Location & Infrastructure Connectivity

Prime location, approximately 37 km from central Hanoi, offering convenient access to airports, seaports, and surrounding provinces. Ring Road 4 is expected to significantly reduce travel time.

Direct connection to central Hanoi via Thang Long Boulevard (6-lane high-speed road).
An elevated railway connecting Hoa Lac Hi-Tech Park and central Hanoi is currently planned, with a target operation date of 2026.
Approximately 1 hour to Noi Bai International Airport.
Convenient access to Hai Phong International Port and Cai Lan Port, with travel times ranging from approximately 1.5 to 2 hours.
Close proximity to major industrial parks across Northern Vietnam within a 100 km radius, facilitating connections between research, production, and the exchange of goods and services.
Once completed, Ring Road 4 will further shorten travel time by separating interprovincial traffic from urban traffic.

The entire internal infrastructure system has been completed and is ready for operation.
High availability of cleared land and strong support from Hanoi city authorities.

3. Special Incentives & Policies under the 2024 Capital Law

Under Clause 2, Article 24 – Development of High-Tech Parks: Hoa Lac Hi-Tech Park is designated as a national and capital-region hub for research, development, testing, application of high technologies, high-tech workforce training, high-tech manufacturing, and innovation. It also serves as a pilot area for testing mechanisms and policies related to high-tech development nationwide.
Under Article 42 – Attraction of Strategic Investors: This provision specifies priority sectors for attracting strategic investors to Hanoi, along with detailed conditions, procedures, and implementation requirements.

Design & Layout

Hoa Lac Hi-Tech Park is located approximately 30 km from central Hanoi, at Km29 of Thang Long Boulevard, with modern transportation infrastructure connecting it to Noi Bai International Airport, Hai Phong Port, and Cai Lan Port. The functional zones are clearly planned with designated land allocations, including specialized areas for software, research, industry, education, residential use, services, and recreation. Its technical infrastructure—including water supply, electricity, telecommunications, and waste treatment systems—has been comprehensively developed to ensure efficient operations.
