Project objectives: 
To develop a new urban area in accordance with the approved urban sub-zone plan and detailed planning, synchronized in technical and social infrastructure, aiming to improve residents’ quality of life and contribute to creating a new urban landscape for Thanh Tri District (now under Ngoc Hoi Commune, Hanoi City after the two-tier local government implementation).
To efficiently utilize the land fund, develop and meet housing demand for local residents. Generate budget revenue from land-use project bidding in line with the city and local socio-economic development objectives, plans, and tasks.
Land use scale: Total land area studied according to planning: 274,265.21 m², including: 
Land area for investor-responsible projects to study, renovate, and connect with local technical and social infrastructure (not subject to investor selection bidding): approximately 56,756.48 m², including:
Planned road land: total 29,855.07 m²;
Existing kindergarten land: 5,154.52 m²;
Existing secondary school land: 21,746.89 m².
Land area for project works: approximately 217,508.73 m², including:
Residential traffic/road construction: 68,214.52 m²;
Parking lot construction: 870.85 m²;
Solid waste collection point (code HT): 54.16 m²;
Landscape green land: 28,625.77 m²;
Residential green land (code CX): 1,407.92 m²;
Cultural house land: 627.37 m²; building density 40%; construction area 250.95 m²; 2 floors.
New residential construction total land area: approximately 117,708.14 m², including:

Total project investment: VND 4,667,827,000,000 (In words: Four thousand six hundred sixty-seven billion, eight hundred twenty-seven million VND). The project investment is provisional, excluding land use fees and land rental fees; the final investment will be determined upon project bidding results and preparation, appraisal, and approval of the project investment feasibility study according to regulations. Including:
Preliminary total project implementation cost (provisional): VND 4,463,238,000,000 (In words: Four thousand four hundred sixty-three billion, two hundred thirty-eight million VND).  
Compensation and site clearance cost (provisional): VND 204,589,000,000 (In words: Two hundred four billion, five hundred eighty-nine million VND).
