Hanoi prepares to start construction on 7 major projects to celebrate the 14th National Congress of the Communist Party of Vietnam.

In order to implement practical activities to celebrate the 14th National Congress of the Party, the Hanoi People's Committee has just issued a plan to organize the inauguration and groundbreaking ceremonies for large-scale investment projects and construction works of significant importance in the city.

Accordingly, on the morning of December 19, 2025, Hanoi will simultaneously hold groundbreaking ceremonies for 7 large-scale investment and construction projects whose investment policies are decided by the City, along with investment projects under the authority of central ministries and agencies. This will create a vibrant atmosphere of competition, spreading confidence and expectations for a new phase of development for the Capital.

The organization of these large-scale investment and construction project groundbreaking ceremonies is considered a practical activity to celebrate the 14th National Congress of the Communist Party of Vietnam. It continues to create a positive ripple effect after Hanoi, along with the rest of the country, successfully held groundbreaking and inauguration ceremonies for projects on August 19, 2025, to commemorate the 80th anniversary of the August Revolution and National Day; and on October 10, 2025, to commemorate the Liberation Day of Hanoi. This will contribute to a GRDP growth of 11% or more for the city in 2026 and subsequent years. It is also a significant activity in public awareness campaigns, creating a positive social impact and strengthening public trust and consensus regarding projects in urban transportation and social infrastructure.

According to the plan, the groundbreaking and inauguration ceremonies for construction projects and investment projects celebrating the 14th National Congress of the Communist Party of Vietnam will be held on the morning of December 19, 2025, at the project sites in Hanoi. The program will be broadcast live on Vietnam Television, ensuring consistency in script, ceremony, images, and sound across all locations. This is a significant highlight, showcasing the scale, importance, and reach of the event, while also contributing to effective propaganda and creating an atmosphere of excitement and confidence among the people.

Notably, Hanoi has been selected as two key locations nationwide for the program: the central location will be situated at the groundbreaking site of the Olympic Sports Urban Area project. From this central location, the program was connected online to 79 other locations nationwide, including key projects and constructions organized by central and local ministries and agencies, which were inaugurated and launched simultaneously. This created a large-scale, unified, and widely disseminated event across the country. The main location for Hanoi was situated at the Red River Landscape Boulevard Construction Project, highlighting the project's role in the capital's urban space, landscape, and infrastructure development strategy.

Among the urban infrastructure projects launched on this occasion, the Olympic Sports City construction project is a large-scale project of particular importance. The project has a preliminary total investment of approximately 925,000 billion VND, covers an area of ​​about 9,171 hectares, and is expected to accommodate a population of about 751,000 people. It will be implemented across 11 communes in Hanoi (including Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai, and Dan Hoa). It is oriented towards developing into a modern sports and urban complex, capable of hosting continental and international sporting events such as the ASIAD, Olympics, and World Cup. A highlight of the project is the Trong Dong Stadium – a national-level facility covering 73.3 hectares, with a capacity of up to 135,000 seats, designed to FIFA standards, and featuring the world's largest automatic retractable roof. According to the plan, the stadium project is expected to be completed by August 2028, gradually forming a regional and international-level sports and urban center in Hanoi.

Alongside this is the Red River Scenic Boulevard Construction Project, with a preliminary total investment of approximately 855,000 billion VND and a research area of ​​about 11,000 hectares. This includes a scenic transport axis approximately 80 km long, a system of parks, public spaces, and urban redevelopment areas. It is identified as a strategic urban infrastructure project aimed at restructuring the development space on both sides of the Red River. The component project that has commenced is the Phu Thuong Ward Public Park, covering approximately 2 hectares with a preliminary total investment of about 670 billion VND, contributing to the gradual realization of the goal of developing the Red River into a green, scenic, and cultural axis of the capital city.

Among key transportation projects, Hanoi held a groundbreaking ceremony for the Hanoi urban railway project, Line 5 (Van Cao - Ngoc Khanh - Lang - Hoa Lac), with a total length of nearly 40 km and a total investment of over 72,000 billion VND. The project plays a crucial role in reducing traffic congestion, promoting urban development according to the Transport-Oriented Development (TOD) model, and connecting the city center with the western part of the city.

In addition, the city also held a groundbreaking ceremony for the project to build a road connecting Gia Binh Airport with Hanoi under a Public-Private Partnership (PPP) model, specifically a Build-Transfer (BT) contract, with a total investment of nearly 33,000 billion VND. This is an important external transportation route, serving regional connectivity and accommodating high-level international delegations, with an urgent deadline to meet the requirements of hosting the APEC 2027 Conference.

Besides major infrastructure projects, Hanoi also simultaneously commenced construction on many socially significant projects in the fields of urban development, housing, and public spaces. Among them is the Tien Duong 1 Social Housing Project (commercial name Tien Duong Park City) in Phuc Thinh commune, the first independent (concentrated) social housing urban area model in Hanoi to be launched. The project has a total estimated investment of over 9,300 billion VND and will provide approximately 4,000 modern social housing units, contributing to the realization of the goal of social housing development and meeting the housing needs of the people.

The Times Square Hanoi Complex, a mixed-use development comprising offices, a hotel, and luxury apartments, is being built on Pham Hung Street, Yen Hoa Ward. It combines commercial and service functions with offices and luxury apartments, contributing to the development of a modern urban area and meeting the demand for high-quality commercial and service facilities. Strategically located, the project offers convenient access to trade and infrastructure, creating a new architectural and service landmark in the city center. The project occupies 40,000 square meters of land, including a mixed-use area (offices, tourist apartments, a hotel, and luxury apartments) and a school area. The total investment for the project is VND 4,998 billion.

The project to renovate, upgrade, and reconstruct the park along both sides of the To Lich River has also been launched in Nghia Do ward, aiming to improve the environment and landscape, and gradually revive the river that is closely associated with the history and urban life of Hanoi. The total investment for the project is expected to be approximately 4,665 billion VND.
